Great apartment building! It's truly a hidden gem in RVA. Amazing location to Scott's Addition and Short Pump, and everything you need is just at your doorstep. The amenities and apartment fixtures are very nice and there is a sense of community here. The pool is gorgeous and they have a Peloton at the gym - WIN!

Staff and neighbors are friendly and polite. The neighborhood is quiet, there are community activities and it’s a great place for people wanting to be active.

I love living at Penstock Quarter apartments. My unit is quality, almost new construction. I love my balcony, I didn't have one when I lived downtown. The balcony is covered, so you can even enjoy it when it rains. The kitchen and bathroom have materials like a real home (granite, nice fixtures). The web portal to submit requests and online pay rent works well. There's a mix of people in the building, all seem friendly. The apartment management folks are nice as well. The interior courtyard with pool makes you think you're at a Bahamas resort (maybe without the swim-up bar).
Really, this is the best option I have found besides buying something (which would be a much bigger monthly expense).
If I had to point to one thing they could improve, I'd suggest the option to rent a dedicated parking garage space for a small additional fee. However, I don't think that's possible for management to do since the Libbie Mill development owns the actual garage.
